An address list, whether it's Microsoft Exchange or Google Apps or
Gmail, only gets there when someone fills it with addresses.
Apparently your system administrators put it there (or it gets
automatically filled in) in the Microsoft Exchange system, but they
didn't bother to do that in Google Apps.

The feature is there, just not filled in.

I have a Google Apps account for a non-profit, and they have a
complete contacts list with everyone in it. It didn't show up right
away, but after a few weeks.
