We need more information to be able to find out why this is happening for you.

1) Try LiveCD of a newer KDE version (4.7 or 4.8), it might be already fixed.

2) If it still happens with a recent KDE, check if a specific configuration is
responsible. Try to reproduce the bug with a freshly created user account.

3) Comment #0 indicates hovering the panel might be the problem. Try removing
applets from the panel, to check if any of them is responsible. Also try to
move the panel to the screens' top position, to rule out screen-position
specific issues (driver, etc.)
